Description of Powers & Authority within Braxis:
Supreme and Executive Commanders
The Supreme and Executive Commanders has far reaching, but limited powers within the city.
The Supreme and Executive Commanders has the power to call an assembly and or a Special
Meeting of the High Council.
The Supreme and Executive Commanders has the authority to name his replacement should he ever
decide to abdicate.
The Supreme and Executive Commanders has the authority to direct and conduct foreign policy
through the appointment of Foreign Ministers.
The Supreme and Executive Commanders has the ability to make new law, with the exception that
any new law proposed by the Emperor can be vetoed by a unanimous
vote of the High Council.
The Supreme and Executive Commanders has the authority to appoint High Council Members with
or without the recommendation and approval of the High Council.
The Emperor may add or remove a seat in the High Council at his
discretion.
HIGH COUNCIL
The High Council shall make virtually all important decisions in the
conduct of the cities operation.
The High Council is the governing body of the city. The High Council
will be reviewed by the Prefect , but the High Councils decision will
be considered final in all but the most extreme cases.
The High Council is responsible for the efficient management of the
cities operation.
The High Council is responsible for the well being and security of
the citizens.
A High Councilor is appointed for life.
The Prefect / High Council Relationship:
Braxis is ruled through an Imperial form of government. The Prefect
is highest authority in the administration of city government.
The High Council is empowered by the Prefect to make and enact the
laws of the city. Any decisions made by the High Council require a
75% majority vote to pass and become law.
The Prefect has veto power over any decisions of the High Council.
The High Council may reverse the Prefect's veto with a unanimous
vote to overturn the Prefect's veto and enact the initial High
Council decision.
The Prefect and the members of the High Council have lifetime
appointments. They may decide to abdicate their position at any
time. If an Prefect or High Council members abdicates or dies the
High Council and Prefect (if still in power) shall select a new
Prefect or High Council member from any citizen candidates after
thoughtful deliberation.
Only under the most extreme conditions can the Prefect remove a
member of the High Council. Such conditions would include:
exceedingly high absenteeism, repeatedly disruptive behavior, spying
or treason, disclosure of confidential information, and radical
abuse of authority. Removal of a High Council member shall result in
immediate banishment from the city and loss of possessions and
properties within the city.
POLITICAL PARTIES
Political parties are tolerated by the Prefect so long as they
foster thoughtful discussion and positive social growth among the
citizens of Braxis.
Any Political Party which puts forth a political agenda against the
Prefect or any/all members of the High Council shall be disbanded by
the Prefect.
AUTHORITY OF LAW
The Provost Inquisitor is the highest law enforcement official in
Braxis.
The Provost Inquisitor can appoint new Inquisitor staff (called
Inquisitors) at a ratio of one new Inquisitor for every 50 citizens.
This appointment is at the discretion of the Provost Inquisitor.
The Provost Inquisitor has sweeping powers to keep the peace and
prosecute law offenders.
The decisions of the Provost Inquisitor can be challenged only under
the most extreme circumstances.
If a citizen feels the Provost Inquisitor has done them an
injustice, the citizen can appeal to a member of the High Council
for a review.
If the High Council member feels the situation merits a review, the
High Council can be convened to discuss the matter. If the High
Council decides the situation does not merit a review the decision
of the Provost shall stand.
If the High Council is convened and decides in favor of the citizen
they will consider the matter adjudicated and closed without
prejudice towards Provost Inquisitor.
If the Provost Inquisitor's decision is upheld the citizen may
suffer an even greater penalty or discrimination from the High
Council than that handed down by the Provost Inquisitor, up to and
including banishment from the city, loss of citizenship, and
disbanding of the citizens business or trade facilities within the
city.
AUTHORITY OF TAXATION
The title of Grand Chancellor is given to the person who is
responsible for management of the cities taxation and budget.
The Grand Chancellor is responsible for recommending changes in the
cities taxation laws.
The High Council shall make all final decisions in regards to
taxation and disbursement of city funds.
The Grand Chancellor shall execute fiscal policy at the direction of
the High Council.
The Grand Chancellor may call and direct the proceedings of the
Special High Council Finance Meetings for the purpose of discussing
the cities budget.
The Grand Chancellor is responsible for the collection of tax from
the citizens of Braxis.
The Grand Chancellor shall direct all tax collection enforcement
problems to the Provost Inquisitor for disposition.
The Grand Chancellor can appoint an additional Grand Chancellor
Secretary for every 100 citizens.
AUTHORITY OF PUBLIC RELATIONS
The Grand Praetor is the citizens highest business and professional
representative. The Grand Praetor presides over important city
functions such as new business openings, new building construction
ribbon cutting, celebrations, parades, etc.
The Grand Praetor's primary duty is to take the pulse of the
citizens, listen to their concerns and address the citizens special
needs.
The Grand Praetor reports to the High Council his findings on the
social health of the city and recommends any changes. His
recommendations carry great weight in the city planning conducted by
the High Council.
The Grand Praetor can call a special meeting of the High Council to
address any urgent issues concerning the citizens.
The Mayor is elected by the citizens of Braxis and thier vote is the
only determination of his continued service to the city.
The Grand Praetor presides over town meetings to allow the citizens
to voice their opinions. These meetings are designed to provide the
people with a singular voice to speak to the High Council.
The Grand Praetor also calls and presides over regular Braxis
Business Leaders meetings where the citizen business owners can
address specific concerns to business.
The Grand Praetor also travels to other cities to research any
possible improvements to the future of Braxis.
The Grand Praetor also acts as an ambassador between Braxis and
neighboring cities.
HONORARY TITLES
The Following are recognized Honorary Titles within Braxis
Noble Person:
A person which has a long history of supporting the Prefect, the
High Council, and the citizens of Braxis. In addition, a person who
exemplifies the best characteristics of citizenship in Braxis.
An Noble may request and be granted a "Special" hearing with the
High Council to discuss future development within the city. At such
a meeting all of the cities Nobles shall be invited to attend and
speak.
The title of Noble Person cannot be revoked.
A Noble Person who has dishonored their title shall be banished from
the city and shall have no further contact with the Prefect or the
members of the High Council and shall be known as a "Dark Noble"
A Noble can be invited to attend the regular High Council meetings,
but shall have no say at said meetings.
A Noble is appointed by a unanimous vote of the High Council
followed by a final approval from the Prefect.
Baron/Baroness:
A Baron/Baroness is a citizen which has contributed substantially to
the strength and prosperity of the city. A Baron/Baroness is a
citizen which has repeatedly shown intelligence and fortitude in
their contributions to the quality of life of the citizens of the
city.
An Baron/Baroness may request and be granted a "Special" hearing
with the High Council to discuss future development within the city.
At such a meeting all of the cities Barons/Baroness shall be invited
to attend and speak.
A Baron/Baroness can be invited to attend the regular High Council
meetings, but shall have no say at said meetings.
A Baron/Baroness can have their title revoked through behavior which
is detrimental to the Prefect, High Council and Citizens of Braxis
by a unanimous vote of the High Council.
A Baron/Baroness is appointed by the Prefect with or without the
recommendation of the High Council.
Imperial Scholar:
An Imperial Scholar is a highly productive citizen which has
demonstrated an exceptional ability to advance the knowledge and
efficiency of the city.
An Imperial Scholar has great freedom to investigate any phenomenon
which may ultimately be of benefit to the citizens of Braxis.
An Imperial Scholar may be given Special Assignments by the High
Council for the investigation of specific situations and knowledge.
An Imperial Scholar may request and be granted a "Special" hearing
with the High Council to discuss future development within the city.
At such a meeting all of the cities Imperial Scholars shall be
invited to attend and speak.
An Imperial Scholar will not have any vote within the High Council
proceedings.
An Imperial Scholar can be invited to attend the regular High
Council meetings, but shall have no say at said meetings.
An Imperial Scholar has among his responsibilities the duty to
assist the citizens of Braxis as an educator and facilitator. An
Imperial Scholar may appoint up to two Imperial Scholar Learners to
assist him with the discharge of his duties.
A Imperial Scholar can have their title revoked through behavior
which is detrimental to the Emperor, High Council and Citizens of
Braxis by a unanimous vote of the High Council.
A Imperial Scholar is appointed by the Prefect with or without the
recommendation of the High Council. |
